      The Public Safety Mutual Benefit Fund, Inc. welcomes its new Chairman – PDG Jesus Ame Verzosa. The Chief, PNP now leads PSMBFI in setting operational targets and in looking after the morale and welfare of its members.

      PSMBFI continuously improves its administrative and operational systems in order to benefit its members.

      Presently, a new insurance plan is being finalized and will soon be introduced to members. This plan shall also provide members with a sum assured upon their retirement from the police service.

      As Chief, PNP – PDG Verzosa shall come up with leadership training for all commanders and heads of offices at all levels of the police institution. This training shall hone their self-confidence, vision, wisdom, motivational impact, and delivery skills.
           
      PDG Verzosa shall also provide more benefits for the police, including a housing program, responsive health care service, educational assistance, establishment of a pension and retirement system, and legal aid.

      Among the Chief, PNP’s  Program of Action is the continuous implementation of the PNP Integrated Transformation Program (ITP). In line with this reform initiatives, PSMBFI provided financial support of P6.3 million for the development of the PNP Retirement and Pension System, the ITP Advocacy and Communication Plan, and the strengthening of the PNP’s research capacity.

      As a Chairman of PSMBFI, PDG Verzosa shall lead the Association in providing more benefits and services for its members and their family. At the same time, enhance their morale and welfare through various activities.
           
       The time-tested battlecry  of PSMBFI is “to serve and protect those who serve and protect”, and we shall continue on empowering members as the PNP undertakes genuine transformation.

PSMBFI took the opportunity to educate incoming policemen on the importance of insurance during the recent recruitment period.  Teams were sent out to encourage police recruits to fill-up the membership Application Form (MAF) immediately after they have taken their oath of service because they need to be protected from the start of their training. 

The PNP recruits undergo basic training courses and demanding physical exercises. It is still best to be insured, considering that there are dangers present even during police training.  For consideration, the police recruits become members of PSMBFI immediately upon signing of the MAF. 

PSMBFI expresses its gratitude to all Regional Directors, Regional Training School Directors, CESPO, RESPOs, officers, men and women of the PNP for their support and for helping us in providing insurance protection to all PNP recruits.

TRANSPARENCY IN ALL ACTIONS

The Public Safety Mutual Benefit Fund, Inc. is a partner of the Philippine National Police in uplifting the morale and welfare of police personnel. Apart from providing insurance coverage to these personnel, the other activities of PSMBFI supports the Integrated Transformation Program initiated by Chief,PNP PDG Avelino I Razon, Jr. so that the organization can efficiently and effectively carry out its mandate of ensuring the safety and security of the citizenry.

However, the recent political event has placed the PNP under the criticisms by the public. Amidst all these, PDG Razon vowed that the police force will remain steadfast in its mandate of upholding democracy and must not be distracted by unnecessary political actions. In short, the PNP will not get involved in politics, much less in political intervention in the affairs of the state since the mandate of the PNP is to exclusively serve and protect the people. PDG Razon also reiterated the PNP organization’s loyalty to the chain of command, which is inviolable and respected by all police personnel.

The current political situation should not in anyway put doubts on the integrity of PDG Razon, who at the same time is also the Chairman of PSMBFI. As our Chairman, he has always regarded transparency in all actions, and the welfare of all PSMBFI members as his primordial concerns.

We, in PSMBFI, would like to assure everyone of the uprightness of the character of our Chairman. We are definitely one with those groups that express confidence on his leadership and capability to fulfill the mandate of the PNP.

 

Prioritizing the welfare of PSMBFI members

The PUBLIC SAFETY MUTUAL BENEFIT FUND, INC. is now on its tenth year in the insurance business. Over the years, it has culminated milestone developments through sharper business focus and enhanced operational capabilities with the guidance of its Board of Trustees.

The Board of Trustees is the highest governing and policy-making body of PSMBFI entrusted with the responsibility of running the corporate affairs of the company and looking after the welfare of members. The Board is composed of 15 Trustees, elected by the PSMBFI members during the annual General Membership Meeting and Elections (GMME). The Chairman of the Board is the Chief of the Philippine National Police, while the Trustees are active and retired police officers who understand the needs of the uniformed service and other public safety sectors.

In 2007, the Trustees were able to live up to the expectations of PSMBFI members, and carried the same level of service excellence as former Trustees did in the past ten years. They came up with relevant Resolutions that uplifted the morale and welfare of members, and further strengthened the working partnership of PSMBFI with the PNP.

The Board approved the declaration and distribution of P100 million as dividend to Equity Fund members of good standing as of December 31, 2005 and whose membership policy has been in force for at least one year from the same date. The dividend was sourced from the company’s retained surplus. PSMBFI teams, including the Trustees themselves, visited various provinces to personally release the checks to members.

The Board also approved the WIA/KIA financial assistance given to PSMBFI members at no additional premium, effective October 1, 2007. The amount of P20,000 shall be given for those who incur major wounds and P10,000 for those who incur minor wounds while in action. The amount of P25,000 shall be given to the beneficiaries of those killed in action as part of the cash advance.

Other Resolutions that were approved enabled PSMBFI to provide support and partially fund the construction of a 16-door PNP-PCO condominium unit at the officer’s row inside Camp Crame, the construction of the extension of the PNP gymnasium, the turn-over of two unit ambulances for Police Regional Offices 8 and 10, and to support the Wellness Program, Calamity Assistance Program, Tulong Pangkabuhayan Program, Tulong Pabahay Program, and other special PSMBFI projects. Fund support was also given for the roofing repair of the Records Management Division building.

The requests of various PNP offices were also granted. Among these were the Printronix printer to help upgrade the computer system of the PNP Computer Service; and a computer with server and printer for the PNP Salary System.

With the GMME scheduled on April 19, 2008, PSMBFI extends it s gratitude to the outgoing Trustees and Corporate Officers for sharing their expertise and steering the company towards greater heights. As the flame of service is passed to the incoming Trustees, PSMBFI members are assured that their well-being remains high among the priorities.

PSMBFI Signs Agreements with PNP, PMO and TRC to help uplift the morale and welfare Mamang Pulis and Aling Pulis

Last June 16, 2008, two Agreements were signed. The Memorandum of Understanding (MOU) was signed among the PNP, PSMBFI, and the Technology Resource Center (TRC) in order to provide opportunities by which PSMBFI members, particularly the police families and their dependents, can develop personal financial and entrepreneurial management skills and eventually generate supplementary income for themselves. 

Through the signing of the MOU, the PNP through the DPRM and the HRDD, shall organize its personnel, who will undergo training under the TRC program.  PSMBFI, on the other hand, shall facilitate the conduct of the said trainings and assist individual personnel who will pursue the livelihood project. While TRC providing the necessary training to selected group of PNP personnel.

Rizalina V. Lumbera of PSMBFI; and Ms. Lauren Teena Velazquez of TRC

Meanwhile, a Memorandum of Agreement (MOA) was also signed between the PNP and PSMBFI. In line with the PNP’s reform initiatives, PSMBFI will undertake to support the development of the following Integrated Transformation Program projects:

  • The PNP Retirement and Pension System;
  • The ITP Advocacy and Communication Plan; and
  • The Strengthening the Research Capacity of the PNP

Under the MOA, PSMBFI will provide support to the said ITP projects in the total amount of P6,315,000.00. The PNP, through the Program Management Office (PMO), herein obligates itself to implement the mentioned ITP projects.

The signatories were PDDG Jesus A Verzosa, the Deputy Chief PNP for Administration and Executive Director of Program Management Office and President Director Efren Q Fernandez.  Witnesses were PDir Edgardo E Acuña and Atty. Rizalina V. Lumbera of PSMBFI.
                       

PSMBFI turns-over P2.069M to the PNP to support various Wellness and Development Projects

PSMBFI works as a dependable social arm of the PNP as it understands the profession of Mamang Pulis and Aling Pulis,and shares the mission and vision of the police organization.

To support to the Wellness and Development Projects of the PNP particularly the PNP Educational Assistance Program, PSMBFI President, PDir Efren Q Fernandez (Ret) recently turned-over a check in the amount of P2,069,839.00 to the PNP.  The check was received by Chief,PNP PDG Avelino I Razon Jr.; PDDG Ismael R Rafanan, TCDS and Chairman, NHQ Scholarship Committee; and PDir Edgardo E Acuña, TDPRM.     

This amount is part of the underwriting income generated from the Fund’s Special Group Term Insurance (SGTI) covering the year 2007 to support various PNP projects that will definitely uplift the morale and welfare of law enforcers.

Insurance Commissioner Malinis reminds PNP personnel on the importance of insurance

On June 16, 2008, PSMBFI co-hosted the PNP Monday Flag Raising Ceremonies at Camp Crame.  Distinguished Visitor and speaker was Insurance Commissioner, Eduardo T. Malinis.

The Honorable Commission merited the confidence of four Philippine Presidents when he was appointed Deputy Insurance Commissioner by President Corazon Aquino in 1987, Insurance Commissioner by President Fidel Ramos in 1998, and President Joseph Estrada on that same year, and reappointed Insurance Commissioner by President Gloria Macapagal Arroyo in 2001.

He retired on September 19, 2003 but was appointed by President Arroyo on July 26, 2007 and has taken the helm of the Insurance Commission since August 13, 2007.  With over four decades of service, he remains a venerable pillar of the Philippine Insurance Industry. 

In his message to the PNP personnel, Commissioner Malinis emphasized the importance of insurance and cited PSMBFI as being responsive to the needs of Mamang Pulis and Aling Pulis, and for having financially assisted thousands of orphaned family members after the untimely death of their loved one

Death claim checks and WIA/KIA Financial Assistance Checks Released at Compostela Valley

On May 16, 2008, the personnel of the 1107th PMG were on their way back to headquarters after conducting barangay immersion at Sitio Kapok, Barangay Cadunan, Mabini, Compostela Valley, when they were ambushed by communist-terrorists at Sitio Tabunan.  This resulted to the death of one PNCO and 12 others wounded.

PSMBFI immediately processed the insurance and WIA/KIA financial assistance checks and these were hand carried by President PDir Efren Q Fernanadez (Ret). The President together with Regional Director PCSupt Andres G. Caro II, and RESPO SPO4 Felix Rogando Jr., gave the cash advance check to the beneficiaries of the slain P03 Cris Abel B Andres in the amount of P75,000.00 (P50,000 from the Equity Plan, and P25,000 from the KIA financial assistance).  These checks were received by his mother Cresencia and widow Eujeana.  They are also entitled to receive the estimated remaining insurance coverage of P167,187.12.

They also visited those who were wounded and confined at the hospitals.  The following incurred major injuries and received the WIA financial assistance of P20,000.00each: PO1 Nelson B. Hermosa, SPO1  Reynaldo A Arenque, and PSInsp Lito E Patay.

Financial assistance of P10,000 each was also extended to the following who incurred minor injuries: PO1 Ferdinand F Palaca, PO1 Sandy F Sanchez, PO1 Denis A. Eyana, PO1 Julius C. Balabag, PO2 Allan M Pansoy, PO3 Camelo C Salcedo Jr, PO3 Edwin V Alegata, PO3 Emmanuel M Ibit, and PO3 Ernesto M. Cabinian Jr. 

PSMBFI condemns this communist-terrorists initiated atrocity done against our law enforcers. Despite the tragic incident, we were able to help boost the morale and uplift the spirit of those who were wounded.

It is in these situations that we make PSMBFI services most relevant to help those injured with their hospital and personal expenses, and the families of slain policemen move on and become financially stable. 

PSMBFI gives the cash advance checks to the beneficiaries of 2 slain MPD policemen

PSMBFI recently released the cash advance checks to the beneficiaries of the late SPO1 Jose Ysmael E Santos and P02 Francisco V Neri at the main office. SPO1 Esguerra and PO2 Neri, both assigned with MPD-NCR were killed in a shoot-out during a robbery hold-up incident in Paco, Manila on May 12, 2008. 

 The families each received the amount of P96,000 (P50,000 from the Equity Plan, P21,000 from the Burial Assistance Benefit, and P25,000 from the KIA financial assistance).  These amounts were received by their widows, Mrs. Ma. Victoria Santos and Mrs. Maylene Neri, respectively

The family of the late SPO1 Santos is entitled to receive the estimated remaining insurance coverage of P150,543.65.  While the family of the late PO2 Neri is entitled to receive the estimated remaining insurance coverage of P139,266.39.

PSMBFI Management extended the necessary assistance to the families so that the insurance claims may be released immediately.

On May 20, 2008, PO1 Elmo Toquero assigned with the Crime Laboratory, met his untimely death. He was accidentally electrocuted while fixing electrical wires in their home, which were damaged during typhoon Cosme.
  
PSMBFI immediately processed the insurance claim.  On May 22, 2008, the PSMBFI cash advance checks were received by his beneficiaries at their home in Binalonan, Pangasinan. The checks were given to his widow Rizaline Joy Togueros by SPO4 Jose Teodoro, ESPO Crimelab in the amount of P71,000 (P50,000 from the Equity Plan and P21,000 from the Burial Assistance Benefit).  The family of the late PO1 Toquero is entitled to receive the estimated remaining insurance coverage of P131,826.77

 

REPORTING THE DEATH OF PNP PERSONNEL

The PNP, through the Commander’s Manual, laid down the enhancement of the morale and welfare of all personnel and their dependents as one of the priority concerns. As such, Chiefs of Offices/Units are enjoined to give utmost attention to the cases of death and injuries suffered by PNP members particularly those who died in the performance of their duties. Specifically, the prompt reporting of PNP casualties and/or death of the immediate family members of PNP uniformed or non-uniformed personnel so that various personnel action could be undertaken.

A system of monitoring, reporting, and recording of death of a PNP personnel and/or any member of his/her immediate family shall be instituted. This is to accord the bereaved family the timely and necessary support and assistance.

To ensure the timely reporting of death of a PNP Personnel and/or any member of his/her immediate family members, the following guidelines and procedures must be adhered to:

a. Upon the death of a PNP Uniformed personnel regardless of the circumstances, the Chief of Office/Unit shall render a written report to DPRM (Attn: BPAD) within twenty-four (24) hours stating therein the following:

  1. Complete name of the police personnel, rank and designation;
  2. Office/Unit/Station (where assigned);
  3. Date, Time and Place of incident (where and where death occurred);
  4. Complete name, address, and contact number (telephone or cellphone) of the immediate relative attending to the wake preparations;
  5. Place of the wake (where remains of the deceased lie in state);
  6. Place of interment or burial (if already known); and
  7. Complete name, address, and contact number (telephone or cellphone) of the assigned Survivor PCO or PNCO (as required in Memorandum from TDPRM dated February 15, 2006 with Subject: Supplemental Guidelines on Death Benefit Claims).

b. Upon the death of Non-Uniformed personnel (NUP), the written report shall include the following:

  1. Complete name of Non-Uniformed Personnel;
  2. Office/Unit/Station (where assigned);
  3. Date, time and place of incident (where and where death occurred);
  4. Address of the next of kin of the deceased;
  5. Place of the wake (where remains of the deceased lie in state);
  6. Place of interment or burial (if already known)

c. Similarly, in case of death of any member of the immediate family of a PNP personnel, the same shall be reported to the DPRM (Attn: BPAD) within twenty-four (24) hours. In case the bereaved PNP personnel fails to report the death of a member of his/her immediate family, any personnel in the office/unit who is aware of such death shall make a report to the Chief of Office/Unit thru the Administrative Officer about the matter. The Chief of Office/Unit shall in turn render a written report to DPRM (Attn: BPAD) stating therein the following information:

  1. Complete name of the family member who died;
  2. Date, time and place of incident (where and where death occurred);
  3. Complete name, address, and contact number (telephone or cellphone) of the PNP personnel concerned;
  4. Relationship of the deceased family member to the concerned PNP member;
  5. Place of the wake (where remains of the deceased lie in state);
  6. Place of interment or burial (if already known)

d. Aside from the written report, a text message to the Office of Chief,PNP(cellular phone # 0917-8475757) must be immediately undertaken stating therein the fact enumerated above. A similar text message shall be forwarded to TEXT 2920 while a phone call shall be made to DPRM (BPAD at 721-0341 or 723-0401 local 4348 and 4448). For monitoring purposes, records of death shall be maintained by the PNP Retirees Affairs Section, BPAD, DPRM.

e. In all circumstances, it is the responsibility of the Chief of Office/Unit to immediately report, thru the fastest available means, the death of a PNP member of any member of his/her immediate family.
